The California Labor & Workforce Development Agency was created in 2002, and is the first cabinet-level agency to coordinate workforce programs. The Federal Railroad Administration (FRA) is an operating administration of the U.S. Department of Transportation and was created by the Department of Transportation Act of 1966 (49 U.S.C. 103, Section 3(e)(1)).
