The City of Oxnard is located on the “Gold Coast” of sunny California, approximately halfway between Los Angeles and Santa Barbara, and is known as the gateway to the Channel Islands. Oxnard is a thriving center of commerce, tourism and industry in Ventura County. Oxnard is the largest city in the County with its population of over 200,000 residents. Oxnard services the needs of its culturally diverse population. While the City maintains steady growth with new development, it also promotes the preservation and economic health of its historic downtown. The City also operates more than 50 park facilities for its residents, as well as special purpose facilities. Oxnard`s leadership has adopted a plan with vision and conviction for an exciting future to further enhance business development and the quality of life. Oxnard is the only full-service city in Ventura County. Incorporated as a general law city in 1903, Oxnard operates under the council-manager form of government. The City consists of an elected Mayor holding a two-year term and four council members elected at large for four-year overlapping terms. The City Council acts as the Community Development Commission`s Successor Agency and, supplemented by two tenant commissioners, as the Housing Authority. The City Council is advised by several citizen commissions and committees. The population has grown significantly in the last fifty years, providing many challenges to local government and residents. The North Carolina Department of Revenue is a national model for revenue agencies. Relying on best practices, and with technology as an enabler, we continuously find innovative ways to increase efficiency and productivity in all areas of Departmental operations and tax administration.
The Treasurer of State serves as the State`s banker and is responsible for an investment portfolio of approximately $9 billion. Every day, our staff accepts deposits, reconciles accounts, prepares statements and answers customers` questions. As the bank for the State, the office provides many of the same services as private banks. On average, the office accepts more than $70 million daily in deposits from various local, state and federal sources, and credits them to the proper accounts. These deposits are made up of electronic funds transfers, checks and cash. We process between 2,000 to 3,000 checks and reconcile over 3,000 accounts daily, representing the funds of nearly 200 state agencies, boards and commissions. The Treasurer is also charged with managing the Arkansas 529 Education Savings Plan, the Achieving a Better Life Experience (ABLE) program for people with disabilities, and serves as Chairman of the Arkansas Financial Education Commission.
