About the Person
David F. Simon serves as a Senior Vice President and General Counsel of Jefferson Health System, Inc. Mr. Simon joined JHS from the Pennsylvania Insurance Department in Harrisburg, Pa., where he served as Chief Counsel since 2001. In that role, he supervised all of the legal affairs of the Department, including companies in receivership such as Reliance and PHICO, and also at the Mcare Fund. Mr. Simon began his law career as a law clerk for the Honorable Harry A. Takiff in the Philadelphia Court of Common Pleas, who specialized in major medical malpractice claims. He then joined the law firm of Wolf, Block, Schorr and Solis-Cohen as an Associate in 1979 and was promoted to Partner in 1985. There he concentrated his practice on complex commercial litigation, including antitrust, intellectual property and health-care matters. In 1990, he became Senior Vice President and Chief Legal Officer of U.S. Healthcare, Inc., until 1996, when the firm merged with Aetna to become Aetna U.S. Healthcare. He served as Chief Legal and Regulatory Officer of the merged company from 1996 to 2000. He moved to Health Advocate Inc. in 2000 where he was named Executive Vice President and General Counsel. Mr. Simon has been a Commissioner of Delaware River Port Authority of Pennsylvania and New Jersey since February 28, 2011. He serves as a Director of The Philadelphia Orchestra Association. He was a co-chair of the Departments of Health and Aging Transition Group for Pennsylvania governor-elect Tom Ridge in 1994. He also serves on the Dean's Advisory Council of the University at Buffalo School of Management. He was also a Director of the Pennsylvania Bar Institute from 1992 to 1996. He is a popular speaker and lecturer on medical malpractice, managed care and other related legal and health-care issues. He has also published extensively. He has been an author and course planner for the Philadelphia Court of Common Pleas Civil Practice Manual published by the Philadelphia Bar Institute from 1983 to 2000. Mr. Simon received a Bachelor of science degree, magna cum laude, from the State University of New York at Buffalo in 1974. He graduated cum laude from the University of Pennsylvania Law School in 1977.
