The United States Copyright Office, and the position of Register of Copyrights, were created by Congress in 1897. The Register directs the Copyright Office as a separate federal department within the Library of Congress, under the general oversight of the Librarian, pursuant to specific statutory authorities set forth in the United States Copyright Act. Earlier in the Nation`s history, from 1870-1896, the Librarian of Congress administered copyright registration (at that time mostly books) directly, and earlier still, from 1790-1896, U.S. district courts were responsible for doing so. Today, the Copyright Office is responsible for administering a complex and dynamic set of laws, which include registration, the recordation of title and licenses, a number of statutory licensing provisions, and other aspects of the 1976 Copyright Act and the 1998 Digital Millennium Copyright Act. By statute, the Register of Copyrights is the principal advisor to Congress on national and international copyright matters, testifying upon request and providing ongoing leadership and impartial expertise on copyright law and policy. Congress relies upon, and directs, the Copyright Office to provide critical law and policy services, including domestic and international policy analysis, legislative support for Congress, litigation support, assistance to courts and executive branch agencies, participation on U.S. delegations to international meetings, and public information and education programs. The past few years have been particularly active, as Copyright Office lawyers assisted Congress with more than twenty copyright review hearings and prepared numerous timely reports, including for example, The Making Available Right in the United States, Copyright and the Music Marketplace, Software-Enabled Consumer Products, and Orphan Works and Mass Digitization. As of early 2017, the Copyright Office has approximately 400 employees, the majority of whom examine and register hundreds of thousands of copyright claims in books, journals, music, movies, sound recordings, software, photographs, and other works of original authorship each year. In fiscal year 2016, the Office processed over 468,000 claims for registration, issued over 414,000 registrations, received 91percent of claims via our online application system, and collected $30 million in fees from registration. The Office also acts as a conduit for the Library, providing certain works of authorship, known as copyright deposits, to the Library for its collections. In fiscal year 2016, the Office forwarded more than 636,000 works, worth a net value of $35.6 million, to the Library. During calendar year 2016, the Office collected over $244 million in royalty payments from compulsory and statutory licenses under sections 111, 119, and 1003. In recent years, the Office has taken steps, through a set of public discussions, to propose ways to modernize the Copyright Office by examining relationships between the law, regulations, registration practices, technology, access to data, and the evolving copyright marketplace. Finally, the Copyright Office works regularly with the Department of Justice, the Department of State, the Office of the U.S. Trade Representative, the Department of Commerce, including the Patent and Trademark Office, and the Office of the Intellectual Property Enforcement Coordinator.

Stevensville is a small town, even by Montana standards, but it enjoys distinctions on the history and development of the state all out if proportion to its size. It is the oldest town in the state and may honestly claim other important "firsts". St. Mary`s Mission was established in 1841 - the first church and also the first school in the Northwest. With the Mission came agriculture; Stevensville grew the first grain, ground the first flour, sawed the first lumber, had the oldest planted fruit tree (still bearing apples in 1970) and practiced the first irrigation in Montana.John Owen established his trading post, Fort Owen, in 1855. His water right, filed in 1852, is Montana`s oldest, and at Fort Owen in the winter of 1858 the second school in the state was held. Then, as Missoula grew in size and importance, Stevensville declined; and although it was briefly the Ravalli County seat it was superseded by Hamilton. But Stevensville is not and never has been a dying town. It remains and continues to be a vibrant and healthy residential and business friendly community.Today, most of the residents of Stevensville work for nearby industries. The town’s charm has remained unchanged. Stevensville sees itself as a typical small town where neighbors greet each other and take care of each other. Welcome to West Brookfield, Massachusetts. With a population of about 3,400 residents, West Brookfield is a quaint New England town nestled among the Quaboag hills about half-way between Springfield and Worcester. As you enter the Center Historic District of our town, you will come upon the picturesque Town Common, lined with stately colonial homes. Recently restored to its original glory, the focal point of the Common is the Rice Memorial Fountain. The Common is also the site of our War Memorial Plaza and the Helen Paige Shackley Bandstand. The Common is host to many exciting annual events, including The Asparagus & Flower Heritage Festival, the lighting of the town Christmas tree during "White Christmas in West Brookfield," and the "Concerts on the Common" summer music series. From June to October, the Farmers' Market bustles with activity every Wednesday from 3 until 6:30 PM. The town center is dotted with many unique craft and antique shops where you can browse for the perfect gift or collectible. There are several restaurants throughout the town, offering everything from a quick cup of coffee to fast food or fine dining. There are also inns and a motel, should you decide to stay awhile. As you head west on Route 9, "at the lights" you will find our Town Hall and the Merriam Gilbert Public Library. If you were to take a right turn between these two imposing buildings, you would be heading toward our town beach on lovely Lake Wickaboag. The lake is a wonderful water recreation and fishing area. It is the site of Fourth of July boat parade and house decorating contest, and winter ice fishing derbies. Just before leaving the town, as you continue westward you will see "The Rockhouse Reservation," a property of the Trustees of Reservations. The reservation has hiking and nature trails, a lovely little lake, and a butterfly meadow. Part of the original settlement known as "The Quaboag Plantation," West Brookfield was the home of Jedediah Foster, one of the forgers of the Massachusetts Constitution, the model for our US Constitution. Lucy Stone, champion of women's rights, also called West Brookfield "home." So, turn off the cell phone (we do have excellent coverage, by the way), turn back the clock (figuratively), and turn to West Brookfield - "A Town for all Seasons."
