John Scheib is Executive Vice President- Law and Administration and CLO at Norfolk Southern after serving in a variety of positions in that company's law department. He was listed as a Virginia Legal Elite 2011, 2012, and 2013 by Virginia Business.   From 2003 to 2005, John served as Chief of Staff and Counsel to the Chairman of the U.S. Surface Transportation Board, the independent agency that regulates economic aspects of railroads.   Prior to becoming Chief of Staff, he served as Counsel to the Subcommittee on Railroads of the Committee on Transportation and Infrastructure in the U.S. House of Representatives.   From 1998 until 2001, John was an associate at Covington & Burling. Before joining the firm, he clerked for Judge H. Emory Widener, Jr., United States Court of Appeals for the Fourth Circuit.   John holds a B.A. in American Government from the University of Virginia. He received his J.D., magna cum laude and Order of the Coif, from Villanova University School of Law, where he was on the law review. He has published numerous scholarly articles. Prior to law school, John was an aide to Congressman Robert W. Goodlatte.   John also is active in civic affairs. He is an Eagle Scout. He presently serves on the Board of the Tidewater Council of the Boy Scouts of America and is an adviser and Vigil honor member of Blue Heron Lodge of the Order of the Arrow. The Mayor of Vienna, Virginia, twice awarded him the Mayor of the Town of Vienna’s Volunteerism Award. The Virginia Jaycees named John an Outstanding Young Virginian of the Year in 2002.
