Mr. Masters served as Vice President, Legal of URS Corp., from April 1994 to June 1997. Mr. Masters served as Vice President and Associate General Counsel of URS Consultants Inc., one of URS Corp.'s former principal operating divisions, from May 1992 to April 1994 and an outside counsel to URS from January 1990 to May 1992. Prior to joining URS in 1992, Mr. Masters was a lawyer in private practice. He holds a J.D. degree from Case Western Reserve University and a B.S. degree in Civil Engineering from Cleveland State University.
