The MITRE Corporation is a not-for-profit organization that provides systems engineering, research and development, and information technology support to the government. It operates federally funded research and development centers for the Department of Defense, the Federal Aviation Administration, the Internal Revenue Service and Department of Veterans Affairs, the Department of Homeland Security, the Administrative Office of the U.S. Courts, and the Centers for Medicare & Medicaid Services. About the Person

Julie Bowen is vice president, general counsel, and corporate secretary of The MITRE Corporation. Ms. Bowen directs an in-house legal team that advises MITRE's leadership on all legal matters, including cybersecurity, contracting, intellectual property, human resources, healthcare, real estate, and national security. She also oversees MITRE's Government Relations Department as it tracks legislation, regulations, and policies that relate to MITRE work programs. She joined MITRE in 2006 as associate general counsel and is an expert in cybersecurity and intellectual property law. As part of her duties, she oversaw the Technology Transfer Office—guiding policies and practices in support of transferring MITRE-developed technologies to the public sector through patents and licensing. Since 2008, MITRE has implemented more than 250 technology licenses and received more than 60 patents. Prior to this, Ms. Bowen held several senior positions in the private sector, including chief legal counsel of DHL Global Mail; vice president, general counsel, and secretary of QuadraMed Corporation; and vice president, general counsel, and secretary of TREEV, Inc. Ms. Bowen is an active member of several industry and professional groups, including the Northern Virginia Technology Council, the Association of Corporate Counsel, and the Mid-Atlantic Venture Association. She performed pro-bono legal work for legal aid organizations with a focus on defending the rights of women, children, and the homeless. She also served on the board and still volunteers for Brainfood, a nonprofit organization that teaches life skills and practical cooking techniques to at-risk youth attending high school in Washington, D.C. A strong supporter of MITRE's award-winning work-life programs, Ms. Bowen is an outdoors enthusiast and especially enjoys hiking in the Shenandoah Valley and running. She is also an avid indoor cyclist and spins several times a week. A native of Annapolis, Maryland, Ms. Bowen graduated from Catholic University, where she received her B.A. and J.D. She is admitted to the bars of Maryland, the District of Columbia, and Virginia.
