About the Company

Texas Department of Aging and Disability Services (DADS) was created to administer long-term services and supports for people who are aging as well as for people with intellectual and physical disabilities. DADS also licenses and regulates providers of these services, and administers the state's Guardianship program. DADS began formal operations on Sept. 1, 2004.

 

About the Person

awrence T. Hornsby was named General Counsel for the Texas Department of Aging and Disability Services (DADS) on May 1, 2014. Before assuming this position, he was managing attorney for the DADS Enforcement Unit, a position he held from August 2006 until April 2014. The enforcement unit is responsible for providing legal counsel and direct representation in enforcement of all regulatory and contract-adverse actions, as well as providing legal consultation and representation to the DADS guardianship program. After graduating from Arkansas College with a bachelor’s degree in behavior science in 1978, Hornsby held several positions, including industrial director for Goodwill Industries in Waco, patrolman and detective with the Waco police department, and senior investigator with the Texas Department of Human Services (DHS) Office of Inspector General. He earned his law degree from the Thurgood Marshall School of Law, Texas Southern University, in 1996. He returned to DHS in 1998 as a licensed attorney in the legal services litigation division. Hornsby is a 2007 graduate of the Governor’s Executive Development Program at the Lyndon B. Johnson School of Public Affairs and has been a regular speaker at the Texas Health and Human Services Appeal Division annual conference. He also has been a speaker at National Association of Hearing Officials conferences.
