In 1941, the Ohio General Assembly established the Highway Patrol Retirement System (HPRS) for troopers and communications personnel employed by the Highway Patrol. Today, membership in HPRS is limited to troopers with arrest authority and trooper cadets in training at the Highway Patrol Training Academy. Today, membership in HPRS is limited to troopers with arrest authority and trooper cadets in training at the Highway Patrol Training Academy. The system provides age and service, disability, survivor, and death benefits, as well as health care coverage for benefit recipients and eligible dependents. HPRS receives funds from three sources: 1) employee contributions, 2) employer contributions, and 3) investment returns. These funds are used to pay benefits and expenses of the System. All funds are placed in income-producing investments that follow the guidelines in Ohio Revised Code Chapter 5505. The Retirement Board makes investment decisions on the recommendation of the Chief Investment Officer and outside investment advisors. Each year a detailed financial statement, the Comprehensive Annual Financial Report, is prepared for all interested parties. This comprehensive report is based on audited records and contains a detailed listing of all investments. As of August 31, 2018, HPRS had estimated assets of $912 million.
