About the Company

The Ethics Review Board seeks to uphold and enforce high ethical standards and promote the public’s confidence in the government of the City of New Orleans. The Ethics Review Board is authorized by the Code of Ordinances for City of New Orleans to administer and enforce the provisions of the Code of Ethics of the City. The Code of Ethics was established to remind each public official and employee that individually and collectively, public officials and employees must adhere to high ethical standards not simply to avoid sanctions or criticism. It applies to all officials of the government of the city, whether elected or appointed; all employees, whether classified or unclassified; and all members and/or employees of all boards, agencies, commissions, advisory committees, public trusts, and public benefit corporations of the city. Any person may file a complaint concerning violations of the Code of Ethics with the Ethics Review Board. The Ethics Review Board is empowered to represent the public interest in the administration of any law within its jurisdiction; offer and enter into consent opinions regarding violations of the provisions of any law within its jurisdictions; refer to fact-finding complaints, advisory opinions, media reports, oral reports, referrals, or any other source; prescribe rules of order, evidence, and procedure to govern its meetings, hearings, and investigations; take such steps as may be necessary to maintain proper order and decorum during the course of its hearings and other proceedings, consistent with the resolution of matters coming before it for consideration; and include on the agenda for Board consideration any matter that is of interest to any Board member and that is within the Board’s jurisdiction.  

 

About the Person

Steve Scheckman is a partner in the Louisiana law firm of Schiff, Scheckman & White LLP providing legal advice and representation on behalf of lawyers and judges concerning matters involving legal and judicial ethics. He also serves, on a part-time basis, as the General Counsel to the Ethics Review Board of the City of New Orleans and as the legal counsel for the Jefferson Parish Ethics & Compliance Commission. From 1994-2008, Mr. Scheckman served as the Special Counsel to the Judiciary Commission of Louisiana. From 2008-2009, he served as the Deputy Administrator of the New York State Commission on Judicial Conduct. In both Louisiana and New York, together with staff, he was responsible for the investigation and prosecution of cases of judicial misconduct. From 1978-1994, Mr. Scheckman was engaged in the practice of law in New Orleans, including as a staff attorney for three years with the New Orleans Legal Assistance Corporation, with an emphasis in the areas of civil rights, civil liberties and juvenile justice issues. He has served as an ad hoc judge for the Orleans Parish Juvenile Court. He is a member of the Louisiana State Law Institute Children’s Code Revision Committee and a Fellow of the Louisiana Bar Foundation. He was previously a member of the Louisiana Task Force on Indigent Defense, was a founding member and former Vice President of CASA New Orleans, was a member of the Board of Directors of the Louisiana CASA Association, and was a member and Treasurer of the Board of Directors of the Greater New Orleans Fair Housing Action Center. In 1991 he was honored by Agenda for Children, a statewide advocacy and policy organization, and was designated “A Voice for Louisiana’s Children.”
