As New Jersey's capital county, Mercer County is a center for commerce and culture in the Garden State. Located midway between New York City and Philadelphia in New Jersey's center, Mercer County's 12 municipalities are home to more than 366,000 people in 226 square miles in the heart of region with 10% of the US population all within a 75-mile radius. The transportation infrastructure in Mercer County is also excellent. Key corridors along the New Jersey Turnpike in Mercer County are considered the most lucrative commerce centers in the state. In addition, Interstates 95, 195 and 295, as well as state highways routes 1, 29, 31 and 130 make Mercer County more attractive. The Railroad Retirement Board (RRB) is an independent agency in the executive branch of the Federal Government. The RRBs primary function is to administer comprehensive retirement-survivor and unemployment-sickness benefit programs for the nations railroad workers and their families, under the Railroad Retirement and Railroad Unemployment Insurance Acts. As part of the retirement program, the RRB also has administrative responsibilities under the Social Security Act for certain benefit payments and railroad workers Medicare coverage. The RRB was created in the 1930s by legislation establishing a retirement benefit program for the nations railroad workers. The railroad industry had pioneered private industrial pension plans, with the first industrial pension plan in North America established by a railroad in 1874. By the 1930s, railroad pension plans were far more developed than in most other businesses or industries, but these plans had serious defects which the Great Depression magnified. A three-member Board appointed by the President of the United States, with the advice and consent of the Senate, leads the RRB. The President appoints one member upon the recommendation of railroad employers, another upon the recommendation of railroad labor organizations and the third, who is the Chairman, to represent the public interest. The Board Members terms of office are 5 years and expire in different years. The President also appoints an Inspector General for the RRB.

The Horseracing Integrity and Safety Act of 2020 established the Horseracing Integrity and Safety Authority (HISA), for the purpose of developing and implementing an Anti-Doping and Medication Control (ADMC) Program and a Racetrack Safety Program comprised of national, uniform rules and regulations to make racing safer for both human and equine athletes and strengthen the integrity of the sport. HISA will begin implementation and enforcement of the Racetrack Safety Program on July 1, 2022. The rules and national accreditation standards were drafted by a committee of independent and industry experts and have been through a multistage consultation, stakeholder engagement and public comment process culminating in its approval by the Federal Trade Commission (FTC). HISA continues to make significant progress in bringing together industry stakeholders and independent members in various fields to usher in a new and safer era for thoroughbred racing and its athletes.
