The Allegheny County Controller`s Office consists of the Accounting, Audit, and Management Systems divisions, as well as administration staff. The Accounting Division`s mission is to monitor fiscal affairs of the County; prepare and certify the statement of indebtedness of the County; approve payroll; and provide financial reports in accordance with generally accepted accounting principles. This includes disbursing funds in a timely manner and in accordance with the County`s adopted budget, grant requirements, contractual specifications and obligations. Within Accounting, the Payroll section processes the paychecks of the entire County workforce. Through the Auditing Division, the Controller ensures that the County is achieving honest, efficient management and full accountability through every aspect of government. The Controller may audit at any time any account of any agency receiving, disbursing, or authorizing the disbursement of county funds. Within Audit, Construction Inspection reviews all new construction, renovation, land use development and public works facility construction projects from start to completion. The division of Management Systems is responsible for maintaining the County`s JD Edwards EnterpriseOne financial management software while supporting the Controller`s Office Enterprise Content Management (ECM) functions and sustaining the office`s hardware and software systems. In addition, the Controller maintains a professional Administration Division to nimbly and quickly respond to the needs and concerns of constituents, taxpayers, and vendors. The Controller serves ex officio as a member of the Allegheny County Retirement Board, Investment Board, Jail Oversight Board, and Juvenile Detention Board of Advisors.
Gaithersburg began as a small settlement at the juncture between two trails, now Frederick Avenue and Diamond Avenue. The arrival of the Baltimore and Ohio Railroad in 1873 sparked a business and agricultural expansion that made the Gaither settlement the commercial center for upper Montgomery County, and it was incorporated as the town of Gaithersburg in 1878. A second major expansion occurred in the 1960`s, when the Atomic Energy Commission headquarters (now the Department of Energy) and the National Institute for Standards and Technology relocated to the vicinity, spurring residential and commercial growth that continues to this day. With a population of nearly 70,000, Gaithersburg is now one of the largest cities in Maryland. It is a major international location for high technology companies, and boasts award-winning schools, neighborhoods and commercial developments. Its respect for its heritage, demonstrated by the revitalization efforts in the Olde Towne residential and commercial district, coupled with thoughtful planning for new communities and a commitment to cultural and recreational activities, has earned the City national acclaim.
The Railroad Retirement Board (RRB) is an independent agency in the executive branch of the Federal Government. The RRBs primary function is to administer comprehensive retirement-survivor and unemployment-sickness benefit programs for the nations railroad workers and their families, under the Railroad Retirement and Railroad Unemployment Insurance Acts. As part of the retirement program, the RRB also has administrative responsibilities under the Social Security Act for certain benefit payments and railroad workers Medicare coverage. The RRB was created in the 1930s by legislation establishing a retirement benefit program for the nations railroad workers. The railroad industry had pioneered private industrial pension plans, with the first industrial pension plan in North America established by a railroad in 1874. By the 1930s, railroad pension plans were far more developed than in most other businesses or industries, but these plans had serious defects which the Great Depression magnified. A three-member Board appointed by the President of the United States, with the advice and consent of the Senate, leads the RRB. The President appoints one member upon the recommendation of railroad employers, another upon the recommendation of railroad labor organizations and the third, who is the Chairman, to represent the public interest. The Board Members terms of office are 5 years and expire in different years. The President also appoints an Inspector General for the RRB.

Washington County, Maryland Government strives to fulfill its duty to the citizens of Washington County with regard to operational efficiency, fiscal responsibility, and responsiveness to the needs of the community. According to the Maryland Department of Legislative Services, the Washington County General Fund has one of the lowest costs per capita for services provided of all 23 counties and Baltimore City. This is attributed to the efficiency, staffing levels, and cost containment exhibited in Washington County Government operations.
