About the Person

Tracy L. Rich is Executive Vice President, General Counsel and Corporate Secretary, responsible for leading all of Guardian’s legal, government relations, regulatory, compliance, and internal audit functions, in addition to all corporate governance activities. He joined Guardian in 2009 after more than 30 years of public and private sector legal experience. Mr. Rich was formerly with The Phoenix Companies, Inc., which he joined in 2000 as Senior Vice President and General Counsel, and was later promoted to Executive Vice President, General Counsel and Secretary. During his more than nine years with Phoenix he oversaw all legal, government and regulatory affairs, and compliance matters, and worked closely with the company’s Board of Directors on corporate governance initiatives. Before Phoenix, Mr. Rich worked for the Massachusetts Mutual Life Insurance Company as Senior Vice President and Deputy General Counsel. He worked as an Associate at a major Connecticut law firm after starting his career as a trial attorney in the Chief Counsel’s Office of the Internal Revenue Service (IRS) where he litigated numerous cases in U.S. Tax Court. Mr. Rich received his B.A. in Political Science from Union College, graduating cum laude; his J.D. from New York University School of Law; and his LL.M in Taxation from Boston University. He is a member of the United States Tax Court, the Federal District Courts of New York (Southern and Eastern Districts) and Connecticut, the New York State Bar, and the Connecticut State Bar and the Massachusetts State Bar. Additionally, he is the past President of the Association of Life Insurance Counsel and a former Adjunct Professor of Taxation at the University of Connecticut Law School.
