The Horseracing Integrity and Safety Act of 2020 established the Horseracing Integrity and Safety Authority (HISA), for the purpose of developing and implementing an Anti-Doping and Medication Control (ADMC) Program and a Racetrack Safety Program comprised of national, uniform rules and regulations to make racing safer for both human and equine athletes and strengthen the integrity of the sport.
